Hello! Bought the below fog lights and high low beam bulbs. My question. The h11s have fans the h9 doesn’t. The seller says both h11’s go on high and low. And that the fan less h9 goes on the fog lights. But I have seen other people mention the the fanned h11 go on low beam and fog. And the h9 no fan goes on the high beam. This is the way I currently have them. Can someone please tell me the correct way?

H11 for low and fog h9 for high. But have fun with the sub par performance in the low beam projector housing. I took mine out and went back to a halogen in the low beam kept the led in the high.

Massive downgrade from stock, replacing highly precision engineered German lighting components with cheap Chinese trinkets that are not even a legal headlight bulb. Complete lack of understanding on headlight optics from the garbage chinese products will cause complete loss of focus, blow out your foreground light and eliminate your distance projection. Pretty much the exact opposite of all the things you want in a headlight. Unfortunately, the loss of distance light and excess of foreground light initially looks impressive from the driver seat since people judge light output based on what is closest to them, not what is furthest away. Performance with those LEDs will be very poor. As well documented in the thread linked above even the worlds best LEDs cannot compete with halogens in a halogen assembly. And you are not looking at anything remotely close to the worlds best LEDs, you are looking at trash disposable Chinese LED products designed to be sold to people that don't know better. Hopefully they are returnable/refundable. If not, the best place for them would be in the trash.

As mentioned, for headlights follow the 3rd Gen headlight thread:
    https://www.tacomaworld.com/threads/3rd-gen-hid-vs-led-vs-halogen-h11-projector-headlights.589465/

$9 Philips H9s will blow away any pnp LED, especially that pathetic chinese garbage.

PnP LEDs do not ever belong in fogs. Don't fall for low quality companies that mislead you otherwise. For an LED fog you need to replace the entire assembly with something designed with LED optics. Most options reviewed in the fog thread. Diode Dynamics Elite or SS3 Max in selective yellow are recommended.

To answer your original question, fan-less LEDs are lower powered and typically designated for fog use. Active fan LEDs are higher powered and designated for headlight use. IIHS has cracked down on companies selling these products under false pretense that they are acceptable for headlights use when they are not, forcing recalls nationwide. The Chinese companies that hide from the recalls overseas continue to sell these illegal products and falsely promote them as an upgrade when they are actually a substantial downgrade and continue to sucker unsuspecting people into believing them. Put that garbage in the trash where it belongs.
