Front actuator?

    Having issues with 4x4 not engaging. Light flashes in 4x4 and stays in 2wd. If I place it in 4WD the front shaft will not spin but does in 2WD. Wheels on the ground and spins by hand. I'm assuming it's the front actuator and not the one on the case? At one point it was stuck in 4L but eventually came out so it made me question the rear.
