My uncle has two Volkswagen Buses, a German-market 1971 Bus, and a US-market 1977 Westfalia. He lives in Monterey, California and the 1971 is obviously exempt from smog due to age. The 1977 isn't as lucky. The '77 was original fuel injected, but fuel injected VW motors are temperamental. The previous owned swapped the stock motor for a carbureted motor with no catalytic converters, from a 1974 Bus. Literally no other states would give a shit, but no smog station will touch it because the VIN says it is factory fuel injection. My uncle's brother lives in Texas, so he cheats the system and registers it there to circumvent smog testing.

California is seriously the most unfriendly state in America for car enthusiasts!

It has been for a very long time. I've read that there are 13 other states now that follow CARB regulations.
