You sure you got a good PCM and it's the correct one for your truck?
    What engine do you have?
Have you checked powers and grounds at the PCM?

It’s the same part number as the old one and yes have power and ground and I would hope so it cost $1100 and from a corporation! Not bought from eBay

I hate dealing with flood vehicles, literally every electrical part and connector is suspect until proven good.

 That's about what a new one from Toyota costs.
If it's a reman/repaired unit it may not be good but being it's a flood truck there's alot of variables, a scope, meter, test light, scan tool, and wiring diagrams are probably gona be required for this one...

Yes being a flood vehicle could be lots of variables!! I have all the schematics for it tested everything that I could think of that would cause no ground to the injectors but have came up empty handed!! And yes it is a reman/repaired ecm!

I am seeing crank position. I can get the truck running long enough to see rpm’s not sure about cam position not being able to connect to the ecm

    What engine do you have?

Does your CEL come on with the key on?
Have you checked the 5v ref (VC) circuit for 5v with the key on?

You said you can ground the injector wires and they will spray, are you doing this at the PCM?

Will the truck start and stall every time you try it or you have to spray fuel first?
Have you checked wiring integrity between the DLC and PCM?

The only 2 things I know of that would disable the injectors is if it saw the throttle position wide open while cranking or if it didn't see an ignition confirmation signal after the engine started (this would always be a start/stall).

Neither of these scenarios would affect communication with the PCM though.

Yes I can ground the injectors at the pcm and it will start but shutdow(out of fuel) if I re grounded them It would start again. The only wire I have checked is power at the dlc I will check the other 2
