When do you want it off?
I goes off when you turn the ignition off.

If you want it off with the ignition on, you'll either have to pull the fuse or relay.
Or, you could put a switch in on the relay and turn it off and on as you please.

Is it safe to assume the 7pin was aftermarket? I didn't think the 1st generation tacoma came with a 7pin.

Is your goal simply to turn off power to the 7pin? what is the problem you are trying to solve.

I looked at the fuse panel/relay box diagrams for a '99, I didn't see any trailer fuses.

    I though he had a 2nd Gen.
We'd need to see how the truck is wired before we can help.

I'm going to say the wire harness is aftermarket.
    I never seen a factory 7-pin on a 1st gen.

    Mine had a 4-pin.

Yeah, this was my thinking. Didn't think they had a 7pin, so if it's aftermarket we'd need more info. He probably just needs to start tracing wires.
