In my 2003 Tacoma, fresh air comes out of the vents constantly even when everything is off. I normally just push the recirculate button and get no air when everything is off.
The blend actuator works fine as the air is warm when the control knob is on warm and cool when it is set on cool.
    What's my problem?

If everything is off and your vehicle is not moving, does the fresh air still blow into the cab? If not, nothing is wrong.

NO. I have driven this truck for 16 years with no air coming from the vents when nothing is on and the recirculation button is on. When the recirculation button is off, air would come in. For about a week, when I'm moving and no air or heat is on, I still have air coming through the vents.

I suppose another way to ask is, what happens when you press the recirculation button?

I'm not sure but it should be an actuator that either opens or closes a vent door. There are several servos/actuators in the system for various HVAC functions. One is located on the blower housing but I'm not sure if it is the one responsible for recerculate.

So the recirculate is not working and you’re getting fresh air all the time?

    has to be actuator

get on floorboard(both sides) with vehicle running
press a HVAC control you know is working(like defrost or heat air direction)
listen on both sides and you should hear the actuator opening said door

    then try the re-circulate button
if you dont hear anything on both sides thats the issue

    damn 2020? ugh
let us know what you find
then can track down the actual location of bad actuator

I opened my glove box and peeked in behind it. The servo/actuator for the recirculation is located to the right behind the glove box. If you drop the glove box door down it will give you an even better view.
