My old strap that was holding up my gas tank was a ratchet strap. I recently replaced it with the OEM part but didn't know there was suppose to be a rubber insulator between the strap and the tank. Is this important to have? and if it is where can I find it?

Yes… bicycle inner tube would suffice.

Remains to be seen I bought the tires and wheels the rest came along
It protects metal to metal contact on the tank.

All kinds of rubber or plastic can be repurposed
