CV axle spin

    98 4x4
    Trying to figure out if I have a hub that’s malfunctioning. I have a 98 with manual hubs. If both of the hubs are set to free, should I be able to spin both cv axles freely? Currently the driver side will spin freely by hand, but not the passenger side.

    97 Xtracab MT 3.4
    Jack up, spin tires, if driveshaft moves, locked, driveshaft no move, no locked. Drive a bit and have someone see if the axles spin. Possible hub not unlocking. They can freeze up.
