Hydraulic brake booster troubleshooting - accumulator failure?

    I have a '13 TRD-OR with the electronic/hydraulic brake booster.

    Symptom: Brakes are extremely touchy, and I run 35s. If I turn key on (engine off), I can hear the brake booster motor run just about every time I push the pedal about 1/2-3/4 of the way down. This lines up with the touchy brake feeling I get while driving.

    Question 1: I seem to remember I should be able to push the pedal a couple times before that motor should run, right?

    Question 2:Can i simply replace the accumulator? or do I need to replace the entire expensive assembly?

    I have techstream - so I can run some tests, but I don't know what to look for.
