I’ve got a 99’ Tacoma 2.7 5 speed which is having a no crank/start electrical issue. I’ve been through and through threads on similar topics but haven’t quite found an answer. I came back from a weekend outing to find truck was dead. I tried jumping it but nothing. Swapped batteries, nothing. I’ve been through quite a bit of guess and checking. I’ll save time by just saying what the current condition is:
    - Headlights, seatbelt, battery light, domes, all work.
    - NO CEL or OBD2 port.
    - I DO have a click when turning key.
    - I have replaced 120A alternator relay and 40A starter relay. Also 7.5A fuse has current.
    - All other fuses inside and out seem to have power and aren’t burnt.
    - Alternator is getting same Volts as battery.
    - When turning key to start there is a drop on battery from 12.x to 11.x
    - Tried bump starting, nothing.
    - Like mentioned, replaced battery with 2 separate new batteries, both full power and tested for load.
    - Replaced ignition switch. Nothing

Besides that all I can think of is it might be the ECM or starter. I just don’t think the starter is bad

If you hear a click and the crankshaft isn't turning, the problem has to be something to do with the starter, right? I've heard of bad new starters but don't know much about that.

Since you are seeing a voltage drop when you turn the key my vote is for starter. You can try tapping the starter with a hammer and see if you can start it after that which would definitely point to the starter. The other thing which I'd look at though I think is a less likely issue given the voltage drop is your clutch switch. Under your clutch pedal is a switch that needs to be fully depressed for the engine to start. The switch itself can go bad and cause issues. If you are lucky you have a clutch start cancel switch on your dash which you can press and try starting to rule that out (I think it is a 4WD only thing but I'm not totally sure which have it and which don't). If you are less lucky you will need to disconnect the switch and check to make sure it works, I believe you can just check continuity with a multi meter between the two pins when it is depressed.

I do have the clutch/start switch and no luck with that.

Tried bump starting it as well like mentioned. No luck unfortunately.

Gonna swap the starter in the next few few days
