    IMO the head gasket kit should include all new head bolts, looks like they are listed in the quote, maybe they finally found out what is happening, back in 2010 they didnt mention the head bolts anywhere at all ( unless I just missed it, maybe they read my posts years ago on tacoma forum LOL ) ,
    but the mechanic may not think it really needs them and who knows what really goes on behind closed doors

    Sure, but how much do the bolts cost, vs. the labor of doing the job again? Especially if the shop isn't an expert in this job.

    Definitely get new bolts. They are torque to yield bolts and shouldn't be reused. New bolts aren't expensive anyway so don't risk it.
