How *the heck* does this bumper mount?

I've searched high and low -- and reached out to CarParts -- but I don't see how these two go together, though it's clearly the setup. I had a frame replacement and while that was done, the entire bumper mechanism rusted off -- literally...It just fell off. What's left are the previous brackets. I bought a hitch and a replacement bumper and brackets (see below). The hitch install is easy, but I don't get how the bumper mounts to the brackets once connected to the frame. Would appreciate any help! thanks a lot. You can see the old rusted brackets (I'm about to remove) with my new fancy plate holder :)

Ok, wow. Thanks..I think that is. I think I need this part for the brackets for a mating point and that's what's been missing perhaps. Maybe someone can confirm that...Then my tow hitch goes under that. [IMG][IMG]

When I replaced my bumper with an aftermarket one, the part pictured had holes on the top, but no drain drain holes on the bottom side. Mine was filled with sand and what looked like pine needles and it was pretty rusted. It's one part I failed to put enough fluid film or woolwax on.

You’ll likely need to add a few thick washers (we used zinc coated) to the brackets because of the extra thickness of the frame hitch.
