Brake vibration when coming to a stop

I'm not sure if this topic has come up in another forum but here goes. Over the last couple of months I get a pulsating brake when coming to a stop, usually when under 5 to 10 mph. I've changed front pads and rotors with no luck. Back drum brakes seem to still be in good condition but there is a slight squeak in them when they are wet. Anyone else have this issue? It almost seems like ABS is kicking in but it's driving me crazy. Appreciate any help.

 

I’d check your tie rods, that can cause vibration while stopping.

 

Your wheel bearings or LBJ may contribute. Is there play in either of the front wheels at all? Both up and down and inward and outward?
For up and down best to check on jacks but inward and outward play (for bearings) can be checked without it being on jacks.
