I see one difference, The IC4 connector.
We're going to likely have to go to the ECM and test powers.

 

@J4R did you see if the pink wire had power?

If not, we can move to the ECM.
As we need a CEL on the dash.
It's not going to crank with out the ECM being online.

Still think the ECM is the issue. Which could be confirmed by the Neutral Safety switch check. Or the IM1 connector. (I don't have a location on that)

Does the 10A EFI No.2 fuse have power with key on?

 

The ECM controls the relay that feeds that fuse.
