    Just drill out the rivet, remove old wood. cut and taper down the handle and run a new bolt through if the handle is wood.

    If its all fiberglass its toast

    There a nugget of wood with the rivet, the rest is fiberglass which explains why it broke under the pressure. In fairness, I think I've had that shovel for probly 15 years. It was my first tool when I moved away. Dad got it for me. :)
