How can I get my Front Fender Passenger Side Back into Shape?

TLDR: My front fender on the passenger side needs to be shifted outward more. How can I do this?
2007 Tacoma. First noticed the issue when my fender flare was POPPING out (see pics). Additionally, my trim under the headlights go past the headlight (shouldn't do that)

Long story short, hit a small deer on that side few years ago and just now trying to fix the root cause.

If I go to my DRIVER SIDE Fender flare and pop out the first orange clip, it still sits flush!
Before anyone suggests, I've already bought new clips for this fender flare and pushed it in good.
The main issue is I need to somehow get my whole FRONT FENDER to be pushed more towards the outside. Any suggestions on how I can do this? I did notice one of the bars under headlight is a tiny bit warped. I saw someone mention to take the whole fender off and take a look from there? IMG_7037.jpg IMG_7038.jpg image4.jpg

    Any help is appreciated.

Loosen ALL the right fender bolts that you can find. GENTLY move sheet metal in all directions discovering what your range of motion results in. If the flare misalignment does not change at all you've got a BENT fender! What was the damage observed a few years ago when you hit the deer?

Put a deflated ball in there and inflate it, slowly applying heat to the area. Might have to do a few times
