How do I remove this screw?

So I was installing some diode dynamics ss3 fog lights and I removed some of the screws for the liner so I could install the fog lights, I have everything back together but one screw I installed and it won't screw in and won't come out, i think the clip is broke so the screw is stuck and just keeps turning and will not come out. Should I just leave it the way it is and forget about it or should and how do I replace it? Everything is tight except that one screw. It's just hanging.

Pro tip just do it from the top maybe remove the grille. Fender liners on these trucks are a nightmare it will be fine as is. I'm missing 3/4 of the hardware at this point
