What's the easiest way to raise my in gear idle speed to 850-900 RPM?

I have low RPM surging/converter lockup issues that go away if I hold the RPMs ~850.

Of course dealer says it's normal.

Something I can self tune with a tuner?

I live in Kalifornia, help me lol

Skip your dealer, call toyota USA and start there or go to another dealer. If you are under warranty, unless the A/C is cycling, the PMs should be pretty steady.
