The e-brake does a very poor job at holding the truck still on hills.
Upon taking out the cup holder, one of the wheels' e-brake cable has a lot more slack than the other.

    How do I fix this?

Here a video of what I am taking about:

With the rear axle lifted, and e-brake re-adjusted and applied, left wheel is locked and right wheel spins freely (bad).

See that nut on the center/forward cable? You can adjust the e-brake tension by tightening that nut.

If you've run out of adjustment, I'd bet your cables are stretched and it's time for new ones. You can likely get by on just the rears or in your case, possibly even just the right one but I'd do both and call it good for another 20 years.

Are both rear brakes properly adjusted?

Have you checked to see if the cable is broken where it goes into the back of drum?
It's common for the cable sheath to break there. If it has, you are fighting a loosing battle.
