    Odd.
The only way the fog lights can work, is if the Right Hand LOW headlight fuse is getting power. The fog relay is powered off the Right Side- Low fuse.
So.....You have to be getting power to at least the fuse.

Do you have a voltage meter or a test light?
We need to do some checks.

Out of curiosity. Does the headlight indicator on the dash work?

Given that it sounds like you have an 07 you may want to inform us of how the combination switch feels and works. If it's all worn out and loosely goosey, that might be your problem right there. By combination switch. I mean the turn signal stalk itself the one where you need to turn the switch counter clockwise in order for it to turn on the headlights.

The Combination switch has to be working. The Low headlights have to be on for the fog lights to work.
OP says the fog lights work.......?

Yeah. I keep forgetting that I should never assume we are working with an unmodified system.
I those cases, you can't really help unless you know what has been done. And even then, I can't figure out what someone has done half the time.

Also, this is why I asked if the headlight indicator on the dash worked.
It uses a different ground too.

It's the little clues that point the direction.
