If you want to guess, and hope you find the issue on the first check.
Try E13 - Pin 9 (Green / White) - This is the wire that feeds power to the relay.

NOTE: YOU HAVE TO BACK PROBE THIS WIRE.
You can NOT check it with the plug removed from the ECM.

Have you checked the injectors for power?
With the key ON. Does the Black/Red wire on the injectors show 12v?

A noid light and fuel pressure test would be my next steps, after checking for power.

What is the easiest way to put power directly to the fuel pump?

2nd gens do not use a key on prime like many other vehicles, the pump only runs during cranking and after the engine has started.

Check connector IB1 Pin 8 (Black/Red) behind the left kick panel for signs of burning or corrosion.

Jump pins 3 and 4 on the Fuel Pump Relay.
But make sure pin 3 has power first. It should with key on.

@madmax101 anyway you could start your own thread.
    Just incase OP comes back.

It's kind of hard to keep track of 2 different things in 1 post.

We're happy to help. Just makes it easier on all of us.

That IGN fuse looks pretty bad.
Let us know if replacing it helps.
