    has electric doors and windows

In photo looks to have keyless module.

It will not go into fob programming mode. A locksmith said truck does not have this option which he based this on the passenger door having a key hole to unlock.

is the photo a keyless module? If yes can it be hooked up to
    Work?

Look at this thread for possible solution. I have an access cab that was pre-wired. Installed the module and programmed a fob and all is well. If yours is already installed and you can’t program the fobs, it may have died.

Does your key in (unlock warning) switch work properly (beeps with the key inserted and door open and stops beeping when key is removed)?

If not you need to address that as that switch plays a part in the programming process.

That's the wireless module but what steps are you following? If you don't follow it to the letter, it will fail.

Yes that is it, you may want to check for voltage according to the schematic Super White provided. Looks to be between red and White/black wires for 12v.
Or check the 7.5 amp fuse. Schematic page 3 but the fuse also supplies the AC and gauges so most likely it’s ok.
You would like to make sure that the power is reaching the module for sure.

Forgot to mention earlier, but I checked my 2008 with remote keyless entry and does indeed have a key lock on the passenger door.

That's your issue, the key in (unlock warning switch) has to work to get into program mode.

The Unlock Warning Switch is located on the bottom of the ignition lock cylinder housing, when a key is inserted it grounds the signal wire to tell the Body ECU that a key is inserted. It's relatively common for the Unlock Warning Switch to fail.
If the Body ECU can't see a key being inserted and removed you can't enter registration mode.
