4x4 not working correctly

    2007 Tacoma 4x4 2.7 engine 5 speed
    I have a ? Peeps

    My green 4x4 light blinks all the time even in 2wd and the 4x4 is turn electronic switch, will absolutely not go in 4 low at all. The only way I can get it go in 4 high is to turn the switch to 4 high while the key is turned to ACC and to get it out is to do the same thing. Any thought on what this could be. I have replaced the front front axle actuator
