Rusted spare tire hoist won't budge

On my 2014, thought I should lower and check my spare and found out the hoist it's completely rusted/frozen and ended up snapping off the curved end of the lug wrench/rod that lowers it.

After buying a replacement rod, soaking the hoist in PB blaster, I tried letting air out of the spare and used a jack to lift the tire to get the pressure off the chain as I read it may help allow movement but no luck.

Has anyone just hack sawed the chain by working around the back of the tire? I'm trying to rig up some heavy duty tool replacement to that can handle more torque.

    Thanks for any suggestions.

The hooked end of the tool snapped? Not the 'receiver' part on the hoist??

The burning questions are how long has it been since it was used, and what kind of shape is the rest of the frame in?

Correct. The circled hook sheared off when I forced it.

Cant say Ive ever heard of that...

If you can get in there I dont see any reason why you cant snip a chain link, but I think access will be very tricky. Maybe go from the bottom and cut the "wings" off the piece that comes up from the bottom? Would be harder to fix though

I have found "Superzilla" to work better than anything else I've tried to break loose rusted and frozen parts.

And I've tried a lot over my 70 years....
