turbo and 80%hpchip

why does revlimiter kicks in at 3000rpm everything on my gen 1 is new wiring harness maf 02s iac tps fuel filters fuel pump idles ruff and runs good until you hit 3000rpm can someone help with this aggravating problem i am having
