That sucks. Between the lines I see that as them justifying a less qualified hire without voicing the real reason (which could be lower pay expectations or they know the hire personally). Or maybe they are just awful at giving feedback, and in that case, bullet dodged. Management and poor soft skills are a terrible (yet common) combo.
