Definitely looks like somebody Has cut it, but wired it together in this very odd fashion, grounding it out to a bolt in the ADD

Now that I have separated it. Nothing turns on everything has gone completely silent. I believe that’s going to be my main culprit right now. I think I’ll keep you guys posted

The Light Green wire is DL1, Grounds on Toyota are White/Black.

DL1 being cut would explain the 4wd not working properly but wouldn't explain the lights not flashing or turning on.

No, only when there is a problem with the system (flashing), during a shift (flashing), or when in 4wd (on solid).

Have you done any checks beyond just looking at things, like checking Power and Ground at the 4wd ECU and testing the indicator circuits?

You said someone has been messing with the wiring at the ECU and ADD, poke around and see what all they did.

Pretty much everything we know about the 2nd gen 4wd system can be found in the thread I linked in Post #8

Once you understand how the system works. It's not all that hard to pin point the issue.
You really need to do the checks Dm93 has in the link he provided.
We can, and have, help many people.
If you are willing to do the checks. I bet we can help you too. :)

Ok. I'm going to try my best to explain it.
with the actuator OUT. There is a sleeve inside the front differential that slides.
The thing you are pointing to with the red arrows is the fork.
Best I remember, the sleeve slides towards the CENTER of the differential to lock into 4WD,

What you need to do is look up into the diff and see where the sleeve is now.
Than align the fork with the sleeve.

Or manually slide the sleeve to match the fork now. The truck will "figure out" the rest when you turn it on.

Pretty certain away from the diff is disengaged.
