    Yeah.
    You likely also have blocks on the rear between the axle and the leaf springs. If you remove the front spacer and just go with 5100's set to stock height, you will likely want to remove that block. You'll need new stock u-bolts, but looking at all that rust, you probably want new ones anyway.

    If I end up removing the front spacer and rear block, wouldn't it make more sense to go with a bilstein 4600?

    Yeah.
    You certainly could. The 5100s don't require a lift and are an upgrade in performance from the 4600.
