iirc, those needles/motors have set stopping/starting points. If you spun the motor at all when removing or replacing the needle, it messed up the set point. I had a former local auto electronics shop swap my leds to blue years and years ago, and they screwed up my tach gauge, the same way you described. With truck off, the thing rested straight down, way below zero. They also left greasy fingerprints all over the inside of my cluster. I was finished dealing with them, and fixed it myself. I took the whole thing apart. I reached out to some company that does jeep gauges, and he told me the following. Truck off, Spin the needle carefully by pushing it counter clockwise. You will feel it clicking or "dragging". Turn it past where it is current stopping, keep turning it and then stop at the exact starting/resting point you want (look at photos of the same trucks dash to see where they sit). Start it and see what it does. If no success. Turn off, do one more rotation. This worked for me on the first try. I bet the fuel gauge works the same way. Your result may vary. @Jerez is a member on here that probably knows the clusters the best. I would ask him first.

You have to find where they stop and set them down in that exact same spot
