I am building a sliding drawer system and think I should put a backing plate under the T Track I am using to secure the drawer.

What should I use? I have not found anything in my research.

What bolts and nuts should I use?

    Should I seal it?

Should I use blue Lok tight?

First take a look to see how the factory has bolted on the existing attachments and double it. I'm not saying the factory attachments are bad, just that you will be hard pressed to find a metal that thin and have any confidence in it. Research the bottom of your bed as to where you wish to put fasteners through and the associated ribbing interference.

There are threads here on attaching through the bed.
