VIN Information? Last owner

I have a 1982 ahonda 185s ATC.
It was last registered in 2010 and it's still in the DMV system. I was able to see that it's not stolen which is good.
How can I find out the who the last registered person was? I need to get a bill of sale so I can pay the back fees and get it registered, the lady at the DMV would not give me that info..

 

you try the vehicle record request form on the dmv site? maybe better luck than the dmv employee

I tried that, It wants a license plate number for the search. its a 3 wheeler they dont have plates. Last registered in 2010 so the back fees are only 158$ but I need a bill of sale.

 

Just have someone from out of state write you a bill of sale

 

It has to have the registered owners correct last name. Im the third owner with no title on it. Its fine around here there 16 acers to ride on, But I want to take it other places.
It has a green sticker from 2010 lol that wont do.

I would never have imagined that an off-road vehicle would need to be registered with the DMV.

Yes - It was in the CADMV in 2010. California has no idea where it has been since then.
What if the original owner sold it to a guy who moved to Reno and then it got sold two more times until it ended up in Yuma Arizona. Then you bought it off a listing on Bringatrailer.com and drove out to Yuma to get it. How would California even know and would it be any of their business?

 

Why would a vehicle that's not road legal be in the DMV's system? I would think that should be under the control of the DNR (or BLM).

Like stated above, how the hell would CA know where that ATC has been since 2010?

 

Kinda makes sense and sounds like it's worth a try it think I'll be ok with this plan.
