    Recent purchase
    Well, for what it's worth. I took it to a shop. They disconnected the hose end near the tank and reconnected the emissions hose, then passed the inspection. $60 plus the inspection.

    The purge valve is stuck open. I have read that this can prevent the truck from starting. So I guess I will either replace it if it does not look too complicated, or get it replaced.

    The question is why in the world they ran this under the hood? Could have taped it to the frame at the back.
