Parking brake working on only one side, strange dif noises, and strange axle noises

    Knobby 16in tires, top rack complete with KC lights, front and tailight bull bars
    I have a 2007 Toyota Tacoma Base model 2.7 I4 and access cab.

    I've always had this issue for a while now where when my parking brake is engaged, it is very weak and on later inspection the fork that the pedal connects to before splitting off to either side of the vehicle (the fork being located under the center console) does not pull evenly, the right side pulls very little while the left side pulls alot. Furthermore, today when I took apart my brakes to see the issue close hand, I was not able to repeat it when my drum was off but i was when i put it back on. I also noticed that when the car was on and still in the air with the disk brakes on, the left side continued to spin with the parking brake engaged whereas the right side was locked.

    I also would hear noises coming from what i thought to be my right axle but im later suspecting to be the brake as i wouldnt hear it when the drum was off

    And finally when the car was off and still in the air allowing both wheels to turn, i had a friend turn one wheel while i was under the car and listened to the dif and i heard what sounded like a faint ratcheting sound. I do not have a locking dif for the record and the sound was made when the tire was spun either way.
