Looking at buying a 2016 SR 4wd with 135000 miles. Is this a normal amount of frame rust? Looks like the truck came from Michigan. Thanks!

What's the baseline measurement for a normal amount of rust on a nearly 9 year old vehicle?

That's a decent amount of corrosion. But that frame will still probably outlive both you and the drive train. Probably be ok, but then again, what the hell do I know!

I would wire brush paint and undercoat.

It looks about right for a 135k mile truck that’s lived a state that hates their roads and vehicles. If you live somewhere else, I’d pass, if you’re in the north, proceed as anything is going to turn to rust anyways.

Clean it up, then spray down with Fluid Film or alike. She has many yrs left.

Your first picture looks bad, but it’s blurry. All the other pictures look like superficial surface rust.

Looks more like surface rust. I always thought Toyota did thin paint on the underbody.

Brush it off and hit it with some cheap black rust paint, then fluid film it, every year, religiously and you’ll be fine.

Looks decent, I would prefer to see the inside of the box section up front. You can get a cheap WiFi bore scope on Amazon for 30 bucks and get a peek inside.
I wouldn’t go scraping and painting, get a wool wax kit and wax it up. The stuff will go right over that surface rust and mitigate it. Just wire brush the loose stuff, power wash it and let it dry first.
Plus, you can see through it and keep an eye on things.
