06 Tacoma filler neck removal

I am in the process of removing my bed to get access to the tank and evap system to look for a leak. My tank overflows when I reach full and the pump won’t shut off. I also have Po455 and Po441.

I got all the bed bolt out. Had to use a torch… but the filler neck does not look like everything I’ve seen elsewhere. The other videos and reading the filler neck was just loos in the filler area. This has like a plastic collar around it that doesn’t budge.

anyone have a clue?

thanks. Yea I have the bed a shake and I see it’s loose in there. Thank you.
