    Had a license plate light out (has 2). Went and got a bulb and put in it, he never looked to see if they were working :D

    Basically if the car appears safe to drive, inspector is to pass it and collect a fee.

    Here the problem is always rust, even a quarter size hole in the rocker panel is a fail.
    Some inspectors are more conservative than others.
