Looking for guidance, lacking on experience with this. I am trying to press in the OEM leaf shackle bushing (part# 90389-A0003) into brand new leaf shackles.

I bought the Astro Pneumatic Tool 7897 21Pc Ball Joint Service Tool, but I can't figure it out. Seems like nothing fits?

Any recommendations on what adapter can fit this bushing on the outer metal lip?

The important thing is that the bushing is pressed in straight.
See that taper on the leading edge of the steel shell? That is there to help you get it started.

Make sure the bore of the shackle is clean and free of burrs, apply some lube to the steel shell of the bushing and also the shackle, most anything will work - light oil, silicone spray, etc.

You might have to improvise a driver - a large socket, peice of wood, big washers, whatever will sit on the steel flange of the bushing squarely will work.

You can also press them in with a large vice or pull them in with a threaded rod and some large washers. Just make sure whatever you use is applying even pressure to the steel shell, take your time, use your brain and you will be fine.
