2008 Toyota Tacoma 4x4 won't engage

Going straight to the point I'm in Mexico at the moment visiting family and I'm currently working on my cousin's Tacoma his 4 wheel drive won't engage so far I have checked all the fuses and the good cleaned all the electrical connection on both the front dif and transfer case cleaned and replaced the vacuum lines that go to the 4 wheel drive and so far and still nothing

Front actuator internally rusted up.

 

Check you limit switch voltages as outlined in the thread below and post your results so we can see what we need to look at.
