Well, I opened the can of worms. I have a 25 Tundra(love it!) a 13 Tacoma(love it) and a 99 4Runner. i recently had to replace a rear bumper on the Tacoma. It disintegrated. I found the receiver was rusted and fortunately the rest was intact but I sandblasted and restored anything that was starting to deteriorate.
the rear bumper I replaced it with is great. Just a no name brand but well built.
I was under the 4Runner yesterday and same situation as the Tacoma. Needs a bumper, perfect frame. Somehow the spare tire mechanism is perfect. Anyway, I can’t seem to find a really good replacement bumper for the 4Runner as I did for the Tacoma. All the replacements are the same oem chrome chintzy bumpers for the same price I paid for a well built steel Tacoma bumper. Does anyone know of a decent replacement for the 4Runner? I paid under $200 for the Tacoma bumper. Oem 4Runner bumpers are around $150 plus another $150 for the end caps. That’s assuming I can use the original brackets if they’re not too rusted. The truck has 400+ k miles so I’m not looking to spend $1-2k on a new bumper but I would think there are good cheap alternatives out there?

3rd gen production stopped 23+ years ago, good luck finding an aftermarket one.

When I had my 99, BruceTS made one for me. As I remembered, each bumper had to be fitted because the open end rear frame rails flex and every frame was different.

I see tons of older 4Runners on the road around me. I figured there was still a parts market for them. Oh well. I guess I’ll have to get the ugly chrome one. I’m not going to pay $1000 and up or weld my own.
