Assuming that's ice or snow under it, (meaning it's lived there) it looks good enough to inspect further.

On a lift, ball peen, probe, camera for inside rails. Just to be sure.

If solid, clean it up and apply protection annually and it will be fine.

This plus run the VIN and see if Toyota did any inspections, I am pretty sure the 15s did get some kind of campaign on that.

And use a scan tool to look for pending codes, if any.

Looking at the mfg. holes in the side rails looks like something has been applied in the past,

if you get this truck, get Fluid Film or similar rust proofing.

My 2013 has Fluid Flim since new and looks showroom new.

Also, I didn't have to get a new frame during the frame replacement campaign

Looks fine for being 10 years old. Steering rack is starting to seep but that's exceedingly common as you probably know. Previous owner appears to have done rustproofing, judging by the overspray at the frame tooling holes.

I don’t see anything concerning on that frame, and if that is the original exhaust, which I think it is, the truck has seen very little salt. Even a little salt tarnishes the exhaust quickly

Thank you everyone for your well wishes and helpful suggestions. Finally found the replacement! Another 4cyl AC stick shift 5-lug. Be sure to hit Buds Custom Meats on Petaluma Hill Rd if you’re grilling anything in Sonoma County, or need to take a nice picture of your truck :)
