As the title suggests. Who else has this issue and what could be the cause of it? Is this in any way harmful to the truck?

Get the fluid nice and hot and top it off to the hot line.

Mines the same way but doesn’t leak. When I had it in to the dealer for an oil change I had them check it all over since the steering column can have issues. They found no issues no leaks so I watch it and it never moves so I don’t worry about it.

My level does rise a very small amount when hot. Also, the reservoir is small and is not going to reflect much of a rise in the level when hot. Where it’s located you can’t read at eye level, so a small rise in the level may not be noticeable. If it steers fine and there are no leaks then don’t fret about it.

It just hangs out at around the cold min mark. Never added flooded but I have some on hand although when I did some research previously people were suggesting to do a flush instead of adding fluid when it's hot.
