Setting the balance shaft weight ???

Hellooooo so im reinstalling the timing kit, long dumb story, but i am confused about the balance shaft weights. The repair manual says to have the cylinders at tdc and no 1 and 2 balance shafts weights on the bottom, but im having a hard timing figuring out how to set the weights???
