Does anyone know if I can use 4xInnovations shackle flip kit~ 6” shackle with king 2.5 shocks and dobinson leaf packs? Im worried im going to make the ride really rough with the added lift

If you lift outside the ride height range any shocks are specifically set up for, you'll run into issues with bottom or topping out the shocks early. For higher end shocks you'll probably also be frequently going outside the shock valving zones you're supposed to be in at normal ride height and driving, which also costs ride quality (see the discussions on this for lifting via a pre-load collar like Wescott lift).

Were it me I would first select shocks to fit the ride height you are aiming for, then find a leaf pack to match that, avoid mixing multiple types of lifts and lifting more than the specs of the shocks you select. The rear end is fairly easy to lift doing the above, the front end is where you will have to worry about components clearing each other and the wheel well as you go above ~2-3" lift as well as CV and drive axle angles.
