My 1997 Tacoma 2.7 liter has been running fine until a few days ago after approximately 4 miles of driving it in heavy rain (in the high Florida humidity) the engine sputtered violently then died. It would not restart. I left it parked for a few hours until the rain completely stopped, and the engine was fully cool. The truck started immediately and ran fine all the way home. The check engine light was triggered, and a scan revealed a P1310 code. I could not find much information on this code, other than it seems to be related to the igniter. My truck does not have coil packs; it has plug wires. I am looking for suggestions on where to start diagnosing. (The plugs and plug wires are only a few months old).

Around $26,000 worth of unleaded in the fuel tank.
Sometimes when the ignition gets wet it will quit and then dry out and work again, but when the engine heats up the water steams up the ignition parts again. WD-40 is good for dispersing the water. The WD stands for water dispersant.

I’d check plug wires and distributer cap.

Came here to offer the same advice.
Distributor cap and rotor, new plugs and wires. That's 90%of where these issues start and then they become persistent even when dry too.
