1998 2.7 Ac idler pulley question

    IMG_5210.jpg I purchased the truck a while back and have been slowly getting it back to being a road ready truck. Looking at the AC now which belt was broke when I bought it. The idler pulley wouldnt turn, after loosing the nut on front of pulley it turns fine. On the pulley I removed the nut, dust cover, pulley and the shiney spacer in that order. Can someone tell me if this spacer is placed correctly? I then place the pulley on with this side going against the spacer in photo. Then the dust cover and then the nut. I have to be missing something because when I tighten the nut down on dust cover the pulley is rubbing against dust cover and not turning easy at all. The dust cover goes against the gold aide in photo.
    Something is not allowing pulley to spin freely?

    It seems the dust cover is what is binding the pulley. Somethibg has to be missing between dust cover and pulley maybe?

    Around $26,000 worth of unleaded in the fuel tank.
    Maybe the pulley is on backwards. Try it another way.
