Most welders have a diagram in the lid or back of the machine to how it’s wired. It looks like there is warning label on your welder plug stating something switching from 110v to 220v but can’t make it out from the pictures. I would read that warning label and go from there.

The resident electrician spent $10k (pre-covid dollars) on suspension then stopped wheeling with us.

Googling shows the 14-50 outlet supports dual voltages, so the oven can have a 120V lamp, etc.

According to the reviews, at least 93% of buyers haven't burned their houses down with this adapter cord: https://www.amazon.ca/M1A2-Heavy-Duty-Welder-Adapter-14-50P/dp/B0BZCXBXDF/

Technically if the house is wired right, the breaker at the fuse panel will protect everything inside the wall. What amp rating of of anything plugged in, is just at risk of popping the breaker if it actually pulls too much. Getting the 120 (for a 120v welder) off a leg from a 30A stove outlet is likely to prevent just popping your 15A breaker all day long.

Think this is the one I used. Converts the dryer plug to the welder plug.

Yup - talked to the folks at welders supply canada and they had them in stock (or something similar)
I might still burn down the garage, but it won't be because of the plug :D
