No need to drain the oil, just clean as much oil residue of the side of the block with some degreaser at the spot of the leak, make sure it’s dry and apply the permatex. I let mine cure over night before getting the engine hot. When you’re cleaning it off try to spot the where it’s leaking through the existing seal and focus on that area with the permatex.

I guess to answer your question better, from what I understand and I’m not a mechanic, the seep occurs while the engine is running and timing chain is picking up oil and splashing it around the inside of the case. So as long as you let whatever your using to seal it dry before running it, your good.

Am working on doing the RTV fix. Cleaned and dried area with engine cleaner and brake cleaner. Area is clean and then after 1/2 hour or so there is another small seap that appears. This has happened multiple times. This isn't a high pressure area and the engine hasn't run for 15 hrs. Why is this happening? Am I overthinking this? Just get it dry and RTV it and hope for the best?
