I have a 2010 Tacoma SR5 TRD Pro and the horn wasn't working when I took it in to get it inspected.

I used the opportunity to upgrade to a couple Hella horns, but I still can't seem to get the system working.

The connectors went into the new horns fine and the wires into the connectors are tight. I used my test light and tested the fuse for the horn and that came back as working. I even swapped in a new fuse for the heck of it, but still no luck.

I put a jumper wire into the horn relay and the horn worked when I did so, which made me think the issue was a bad clock spring. I just finished replacing the clock spring, but the horn still isn't working and now when I go back and use the jumper wire on the horn relay it's not making any noise.

I've triple checked the clock spring connectors and that the horn ground wire was hooked in at the back of the steering wheel. Is there something else I'm missing?

I think you have a broken wire in your system. Bypassing the horn switch / button can you use a multi meter to test for continuity on the pos wire then the neg wire?
If you don't have a multi meter, you can just start by shorting the circuit like a switch closer and closer to the horn until it works. Or start at the horn and work back until it doesn't. Between the last working spot and the first non working spot, you will find your break in the wire.

I haven't had the opportunity to play with any of the wiring as of yet, but I was driving the truck earlier today and hit the horn out of curiosity and it worked. I then proceeded to hit it every so often and it continued to work for another minute or two before it stopped and didn't work for the rest of the drive.

Maybe a relay is what I need then?

Update: It’s not exactly a satisfying conclusion but I went through and unplugged the relay, fuse, and horn connectors and plugged them all back in and now the horn has been working fine for about a week - I’m sure to the dismay of my neighbors since I’ve been doing occasional quick checks of it. Maybe the new clock spring had something to do with it, but for now I really have no idea what fixed it or if it’s just temporary.
