98 Tacoma 2.7 5spd manual 3rzfe

Have a 98 2.7 Tacoma been having idle issue where revs up on idle, but after a couple days or sometimes weeks it revs up in gear as well. After months of replacing everything I could with oem parts, finally fixed after charcoal canister filter but after a couple months it begins all over again. At times it will not start. Found that the vacuum hose from throttle body to charcoal canister filter if I unhook it & leave it somewhat open, it will start again then I hook it back up & works for a couple days just fine but goes back to idle issue. I don't know what to check anymore or if I should try to bypass the charcoal filter. I'm new to this so please be patient id appreciate it.

No codes at first few weeks, last time after a couple weeks the idle changed & I could feel the difference while driving. It eventually threw P0171 & P0136 to which is replaced maf sensor with new oem as well as throttle body with all the idle air control attached & set from toyota. The P0136 was someone stole my catalytic so unfortunately had to replace o2 sensors & address the cat. I've done egr, the charcoal filter, air intake gaskets helped, o2 sensors, throttle body with iac, vacuum hoses, only have 120k miles 1 previous owner. Unfortunately it sat for a while before I purchased & this revving in gear lead to a wreck & I'm trying to address it before it gets worse. At one point my brakes became another gas pedal & I replaced the brake master cylinder fixing that issue as well. Currently just yesterday it threw code P0402, this is the only current code I have but the idle issue has been come & go for weeks without any codes. There are times when I pump gas it will not start unless I take the previously mentioned vacuum hose from throttle body to charcoal filter & do that whole plug unplug process. From my understanding the current P0402 code is excessive exhaust flow? From egr so currently I was planning to clean or replace once again.

 

I have also replaced fuel pump relay as well as the fuel pump & hanger.
