According to the Toyota manual the bcm should be located below the interior fuse block.
I took off the lower dash panel and there does not seem to anything resembling it there.
Any help will be greatly appreciated.

Sounds like you were in the right place but maybe looking for the wrong thing.

For 2001-2004, the interior control relays are built into the interior fuse block. The part should look something like this:

Earlier trucks used a "Relay Integration" module that piggybacked on to the interior fuse block.

Since the relay module controls interior features, you generally want to replace it with the exact same part number. A different part number could change interior functionality--things like chimes, convenience or warning lights, and power locks/windows.

I can't tell ya how many times I've looked at that fuse block and never realized it was more than just a fuse block...

I fixed my Tacoma a few weeks ago but I have not had time to post what I found / did.
The truck lost all running lights, brake lights, dash lights, and could also not get the shifter out of park.
I feared the worst and made plans for a worst case scenario. This started my search for a BCM and to
get an idea of the replacement costs.

The fuse block diagram I printed out was for an older model Tacoma and naturally it did not match.
I located the right fuses and found the brake light and parking light fuses were open.
Long story short, the brake light LEDs were shorted to ground. I replaced them with "old school' 1157
bulbs and of course 2 new fuses. My Tacoma is now fixed.

I tried to contact the maker of the LED's but got no response. According to my log book, these LEDs
are less than 2 years old. Has any one had similar problems with brake / tail light LED's? I am sure
there are people who have been better served with old school 1156 and 1157 tail light bulbs. I have
never had any problems with the low wattage led bulbs used in marker and interior lights.

These trucks are ground switching... which not all LEDs are designs for.
